Medicaid needs your supervisor’s NPI in CHAMPS by November 1.

What is happening, who it affects, what happens if it is missed, and the two steps to do.

What is happening

Michigan Medicaid now requires every limited licensed clinician who bills Medicaid to be linked in CHAMPS, the state’s online Medicaid system, to a named supervisor. That supervisor must be fully licensed in your profession and enrolled in Medicaid themselves. The link is due by Sunday, November 1, 2026. Sunday counts. It is a date, not a business day. This is an enrollment-record fix for people already in the system. Nothing else in the Framework is dated November 1: no new modifier, claim form or billing code, and LOCUS, MichiCANS and BH-COVER have no November date.

Who it affects

LLPCs, LLMSWs, educational limited licensed MFTs and master’s-level TLLPs who see Medicaid clients and were enrolled in CHAMPS before September 1. It does not apply to students in practicum or internship, who do not hold a limited license. It does not apply to clinicians employed by or contracted with a PIHP or CMH; section I.F says the instructions are not for PIHP providers. If you hold a limited license and were not enrolled at all before September 1, there is no November 1 catch-up for you: you have had to enroll as “Rendering Only” before billing since September 1, so enroll now. Fully licensed clinicians are affected only as supervisors: your Medicaid enrollment must be active, and expect requests for your individual NPI.

What happens if it is missed

The bulletin’s own words: the link is required “to avoid disenrollment and claim denials.” Disenrollment means Medicaid removes you from its provider list. Claim denials means Medicaid stops paying for your visits. The bulletin does not say disenrollment happens at midnight or that it is permanent, and it describes no grace period. Section I.A adds that if your supervisor is disenrolled, that “may prompt” your disenrollment too. A delay was requested by the hospital association on September 23. None has been granted.

About the bulletin

It is Medicaid bulletin MMP 26-30-BH, from MDHHS, five pages long. Section I.B says enrolled providers “will not need to re-enroll, but will need to report their Medicaid enrolled fully licensed behavioral health provider’s NPI within the CHAMPS provider enrollment checklist and associate themselves with their supervisor” by November 1, 2026. Section I.A sets the supervisor tests. Section I.C says supervision is defined by MCL 333.16109 of the Public Health Code.

Two supervisors, two jobs

Many clinicians have two supervisors. One signs off your hours toward full licensure. One oversees your day-to-day work at the practice. Sometimes it is the same person. When it is not, the question is which one goes in CHAMPS.

Which one goes in CHAMPS

The bulletin says you must “perform services under the supervision of” the person you name, and the statute it points to describes overseeing the actual work: reachable at all times, reviewing records, setting procedures. That describes the person responsible for the clinical work being billed, usually the practice supervisor, not someone who meets you an hour a week and has not seen the chart. If your outside hours supervisor also meets those tests for your Medicaid caseload and is enrolled in Medicaid, they could qualify. If not, they are your licensure supervisor and not your CHAMPS supervisor. The bulletin does not address this case in so many words. MMHCA has asked MDHHS. Until they answer, this is our reading, not theirs.

Three things the bulletin does not say. It does not require the supervisor to be in your practice; the group requirement attaches to the billing provider. It does not say whether one supervisor can carry many clinicians or whether you can list two; it says “supervising provider,” singular. And it does not make the supervisor your billing provider: on professional claims your own NPI is the rendering provider and the supervisor’s NPI does not appear. Confirm your supervisor’s CHAMPS enrollment is active, not just that they are licensed.

What to do, in order

  1. Decide who your CHAMPS supervisor is. Fully licensed. Same profession as you. Enrolled in Michigan Medicaid with their own individual NPI. Ask them for the NPI and ask them to confirm their CHAMPS enrollment is active.
  2. Log into CHAMPS. michigan.gov/medicaidproviders, then CHAMPS, then Provider Enrollment. CHAMPS runs through MILogin.
  3. Enter the supervisor’s NPI. Open your provider enrollment checklist and enter your supervisor’s individual NPI where it asks for the supervising provider.
  4. Associate to them. Go to the step called “Associate to Billing Provider/Other Association” and link to your supervisor there. You stay linked to your billing provider, the clinic or group, as well. Those are two different links.
  5. Screenshot the confirmation with the date showing. CHAMPS shows an association as submitted before it is approved. A dated screenshot is your proof you did it by November 1.
  6. If it still shows pending on Monday, call. Provider Support, 800-292-2550, or ProviderSupport@michigan.gov. Give your name, your NPI, your supervisor’s NPI, and the bulletin number, MMP 26-30-BH.

Common situations

Can my hours supervisor also be my CHAMPS supervisor?

Yes, if they meet both sets of rules. If they do not take Medicaid, they can be your hours supervisor but not your CHAMPS supervisor.

My hours supervisor does not take Medicaid.

They stay your hours supervisor. For CHAMPS, link to a fully licensed clinician in your profession who is enrolled, usually at your practice.

I enrolled as an “Individual Sole Proprietor.”

MDHHS is changing you to “Rendering Only” automatically. You still do the two CHAMPS steps.

What changed September 1, not November 1?

Since September 1, professional claims carry your own NPI as rendering provider, new limited licensed clinicians enroll as Rendering Only, and the billing provider must be a Type 2 organization enrolled in Medicaid. None of that changes November 1.

I supervise limited licensed clinicians.

Expect requests for your NPI this week. Confirm your own Medicaid enrollment is active. Keep your supervision records current under R 338.1781; Medicaid now ties their enrollment to your name.

I missed the deadline.

Do the two CHAMPS steps now, then call Provider Support at 800-292-2550 to confirm your enrollment is active. Have your NPI and your supervisor’s NPI ready.
